The Proposed National Learner Protection Scheme

Professor Diarmuid Hegarty, previous Chair of HECA and President of Griffith College, contributed an insightful article on The Proposed National Learner Protection Scheme to Ireland's Yearbook of Education 2018. This article describes different forms of learner protection arrangements.  It details the arrangements currently in place in Ireland in member colleges of the Higher Education Colleges Association (HECA), the provisions of the new Bill, and the arrangements currently in place in Australia.  It suggests that further consultation with learners and providers, be undertaken to ensure that the wider merits of the existing HECA system are not lost in the transition to the proposed system.
